Cindy is a retired and decorated U.S. Air Force Senior Master Sergeant and the visionary Founder and CEO of CINKA Construction & Consulting Services, LLC — a trusted federal partner since 2012. With more than 45 years of exceptional leadership and federal acquisition and accounting expertise, Cindy has transformed CINKA into a dynamic force in federal contracting, known for its precision, integrity, and results-driven excellence.

Under her leadership, CINKA has secured and supported more than $275 million in federal contracts and task orders, serving agencies across defense, healthcare, and infrastructure sectors. Cindy and her team are recognized for their mastery in federal proposal development, contract compliance, and execution—delivering excellence across construction, facility operations and maintenance (O&M), and mission-critical service contracts.

A champion for small business empowerment, Cindy has guided numerous Women-, Minority-, and Veteran-owned firms through the SBA’s 8(a), ED/WOSB, WOSB, VOSB, and SDVOSB certification programs, opening doors to sustained success in the competitive federal marketplace. Her mentorship and strategic insight have become a catalyst for the next generation of federal contractors.

Her distinguished background includes pivotal roles such as Air Force Budget Officer, Director of Procurement and Federal Compliance Officer for a DoD Global Prime Contractor, Director of Federal Programs for an SBA 8(a) firm, and National Small Business Director for a significant federal roofing contractor. This unmatched combination of military discipline and business acumen enables her to lead with vision, execute with precision, and deliver measurable impact.
