CINKA Construction & Consulting Services, LLC was founded in 2012 by Ms. Cynthia K. Martin, a retired United States Air Force Senior Master Sergeant (SMSgt) and decorated leader with more than four decades of service to her country and community.

As the sole owner and Chief Executive Officer, Ms. Martin brings an unmatched blend of discipline, strategic vision, and federal contracting expertise to every project. After retiring from the Air Force, she channeled her passion into helping minority, women, and veteran-owned businesses succeed in the highly competitive world of federal construction contracting—providing personalized, results-driven consulting and proposal services that deliver tangible outcomes.

Today, Ms. Martin continues to lead CINKA with the same passion, integrity, and commitment to excellence that defined her distinguished military career. With more than 45 years of leadership experience—spanning roles as a CEO, Warranted Federal Contracting Officer, Air Force Budget Officer, and DoD Prime Contractor Director of Procurement and a National Small Business Director—she is uniquely equipped to guide her team and deliver outstanding results for her clients.

Her credentials further underscore her readiness and credibility, including certifications in OSHA 10/30, 40-Hour HAZWOPER, USACE Construction Quality Management, NAVFAC ECATTS, and CPR/AED/First Aid. She also maintains an active Top-Secret Security Clearance, enabling CINKA to support sensitive and mission-critical federal projects.
