CINKA Construction & Consulting Services, LLC was founded in 2012 by Ms. Cynthia K. Martin - a retired United States Air Force Senior Master Sergeant [SMSgt].  

Ms. Martin is the sole owner and CINKA's Chief Executive Officer. 

After her military retirement, Ms. Martin wanted to assist small minority, women, and veteran-owned businesses in pursuing federal construction contracts by providing personalized, results-driven consulting and proposal writing services.  

Even today, Ms. Martin leads her company with the same passion, integrity, and commitment to excellence she's always had. 

With over 40 years of expertise as a CEO, Warranted Air Force Federal Contracting Officer, Air Force Budget Officer, and a DoD Prime General Contractor Procurement and Small Business Director, she is well-equipped to guide her team while supporting her clients. 

Ms. Martin is trained and certified in several areas, including 10/30hr OSHA, 40hr HAZWOPER, USACE Construction Quality Management, and CPR/AED/First Aid.
